On February 27 and 28, 2016, the 2015 National Tax Agent Vocational Qualification Test (hereinafter referred to as “the Test”) was held smoothly across the country. The Test was sponsored by China Certified Tax Agents Association (CCTAA) and organized by ATA who provided the computer-based testing technology and delivery services.

Site preparations for the Test

The Test has been the first of its kind organized by the CCTAA since the vocational qualification test for tax agents was adjusted from an entry-level qualification test to a competency level evaluation. This is the first time that ATA has worked with the CCTAA in organizing a computer-based test, which provides insights and references for furthering the transformation of government functions and gives play to the positive role of social organizations in the modernization of tax governance capability.

The Ministry of Human Resources and Social Security, the State Administration of Taxation, and the CCTAA attached great importance to the Test. On the morning of February 27, several leaders inspected the site preparations in the Monitoring Room of ATA and gave full affirmations to ATA for what was done to ensure the smooth progress of the Test, after listening to the report about the organization of the Test. Meanwhile, they also required ATA to continue its efforts in test organization, delivery and management to ensure that the Test will be going smoothly.

After that, the leaders inspected the sites at Beijing University of Technology, Capital University of Economics and Business, Capital Normal University, and Beijing Forestry University, in the company of Ma Xiaofeng, Chairman and CEO of ATA, Ding Jianmin, President of ATA Online, Zhao Shuqiu and Sun Yue, Executive Vice President and Vice President of ATA Online respectively, all of whom also joined in the reporting session.

The threshold of tax agents is very high. The name of CTA (Certified Tax Agents) has been changed to tax agents, but the difficulty and standards of the vocational qualification test remain unchanged, so does the duty of the tax-related authentication and the professional tax-related service and the importance of the role it plays in the development of market economy and modernization of state governance ability.

Test site

With 30 years of development, the tax agents industry has matured into the third largest professional service industry involving authentication consulting (only after lawyer and CPA). Tax agents have become an irreplaceable professional tax-involving service force safeguarding the national taxation interests, protecting the legitimate rights and interests of taxpayers and giving play to the important social supervision role and maintaining the order of the market economy.
