On August 30th, 31st 2014, the first National Security Guard Qualification Test in Qinghai Province was held at Qinghai Vocational College of Police Officers. The first batch of 625 security guards from security companies took the test. The test contents included theory, skills and physical fitness. 297 candidates took the theory test in CBT and 328 candidates took the same test in paper and pencil format.

Qinghai Provincial Public Security Department attached great importance to the organization, management and implementation of the National Security Guard Qualification Test. A special guiding team was established to take charge of the management of guard qualification test for provincial public security organs. Meanwhile, corresponding organizations were required to be set up by public security organs at municipal and prefecture levels. Special personnel were appointed to work with the guiding team in implementation of the National Security Guard Qualification Test across the province. Recommended by the Ministry of Public Security, Qinghai Vocational College of Police Officers and ATA took charge of the organization and implementation of the test. 

According to Regulation on Administration of Security and Guarding Services promulgated by State Council and Measures for the Public Security Organs to Implement the Regulation on the Administration of Security and Guarding Services, the entry system for security service industry has been adopted. Those engaged in security service must attend the National Security Guard Qualification Test and obtain the security guard qualification certificate before being allowed to take up the security job. It is said that there are more than 20,000 security guards in Qinghai province. The first National Security Guard Qualification Test in Qinghai Province also marked the start of National Security Guard Qualification Test and certificate issuance in Qinghai province. Due to the inconvenient traffic conditions of Qinghai Province, it is difficult for the security guards in remote cities and prefectures to take part in the test in central cities, so the provincial Security Department offered test delivery service locally. Qinghai Vocational College of Police Officer sent personnel to the remote cities or prefectures to organize tests for the convenience of local security guards.

According to the overall work arrangement of Qinghai Provincial Public Security Department, the guard qualification test for security guard service companies in the province should be carried out before the end of October 2014. National Security Guard Qualification Test for security guards employed by government offices, organizations, enterprises, institutions, and property service enterprises should be carried out prior to the end of October 2015 to ensure that all the security guards in Qinghai province hold the certificate. Starting from 2016, the qualification test for security guards will be included in the routine work of cities and prefectures of Qinghai, at least two tests must be delivered every year according to relevant requirements so that the testing and certification of the National Security Guard in Qinghai Province becomes a regular management standard
