ATA Provides Test Delivery Service for the Vocational Qualification Test for National Land Registration Agents for the First Time

Promoting Industry Associations to Orderly Undertake the Competency Level Evaluation Testing for Professional and Technical Personnel

During June 18-19, the 2016 Vocational Qualification Test for National Land Registration Agents was successfully held. This paper-based test was supported by ATA which provided a whole range of specialized testing services, including test center monitoring, testing organization and test delivery.

 

 

During the test, Mr. Hu Cunzhi, President of China Real Estate Valuers and Agents Association (CREVA), led a delegation to inspect the test centers of different provinces via an electronic surveillance platform in Beijing, accompanied by Mr. Sun Yue, Vice President of ATA.

 

This year, there are totally 5,703 candidates applying for the test with more than 17,075 tests taken across the nation, up by 27% from 2014 before the test reform. In July 2015, the Ministry of Human Resources and Social Security (MHRSS) and the Ministry of Land and Resources (MLR) jointly issued the Provisional Regulations on Vocational Qualification System of Professional Land Registration Agents and the Implementation Measures of Vocational Qualification Test for Land Registration Agents, according to which the two Ministries shall share the responsibilities in instructing, supervising and examining the implementation of vocational qualification system of land registration agents. It is CREVA that shall be responsible for the orderly undertaking and organization of vocational qualification tests for land registration agents, as well as the evaluation and management of the tests.

 

Since 2014, the State Council has successively abolished the licensing and certification of 319 vocational qualifications, accounting for 52% of the total vocational qualifications set up under different ministries. In the context of further transforming government functions and regulating the management of vocational qualifications, the MHRSS issued the Implementation Measures of Industry Associations Orderly Undertaking the Certification of Competency Level Evaluation Testing for Professional and Technical Personnel (Trial), setting out the policies and working directions that shall “give full play to industry associations and trade organizations and promote them to orderly undertake the certification task of competency level evaluation testing for professional and technical personnel”. 

 

This test is not only the first vocational qualification test for national land registration agents supported by ATA, but an exemplary and successful case in which ATA has leveraged its technical, operational and distribution advantages in providing testing and assessment services for more than a decade, helped industry organizations and associations (councils) to orderly undertake the certification task of competency level evaluation testing for professional and technical personnel in accordance with government policies, and enhance the popularity of computer-based e-testing and assessment.
